Road and Public Works Permits

Permit Central

Permit Central is the online portal for Roads Operations Permits. To apply, you must first complete a one-time registration to create your login. Once registered, you can submit permit applications and payments directly through the portal.

Note: Not all permits are processed through Permit Central. This may change over time.

Public Works Permits and Applications

Permits are required for activities like road cuts, entrance installations, and oversize load transport to ensure safety, protect road infrastructure, and meet Township regulations. They help manage the impact of construction and transportation on the road network. See below for details on permit requirements.

A valid insurance certificate has to be attached to each permit application and meet the following conditions: provide proof of valid insurance naming the Corporation of the Township of Hamilton as additional insured with minimum 5 million dollars ($5,000,000.00) which must include Commercial General Liability (CGL), General Aggregate coverage. This coverage must remain valid for the duration of the permit. If insurance coverage expires during the valid permit timeframe, updated coverage shall be re-uploaded to the portal site by the applicant – an email will be sent to notify of upcoming insurance expiry.

Entrance Permits

Entrance Permits are typically associated with a new build, renovation, or a new lot creation. Your building permit will be issued after the Building Department receives confirmation that you have completed an entrance application.

After an entrance permit application has been completed and paid for, a representative of the Public Works Department will check the location to see if a culvert is required and if the sight lines are sufficient for safe entry onto the roadway. We suggest delaying the installation of the final culvert until after the heavy equipment is finished at your building site as a heavy truck could crush the entrance culvert, requiring you to pay to have another one installed. Once the final building inspection is approved, you can request the release of the deposit.

Payment for your application is currently only being accepted at the Township Office via cheque, cash, or debit. Please visit the Township Office Monday to Friday 8:30am - 4:30pm at 8285 Majestic Hills Drive, Cobourg, ON K9A 4J7. Your application is not considered complete until payment is received. Online payments are not being accepted at this time. 

Civic Address Application

A 911 sign (Civic Address Signage) helps visitors and emergency services locate your property.

In the event that your property does not have an address sign, please obtain a new or replacement Civic Address Signage.

Emily Project Access Signage

These yellow and black 911 signs are to designate a non-residential property to aid in first response.

Municipal Consent Permits

Municipal Consent is the municipality’s approval for a utility to occupy a designated location within the municipal right-of-way. It is issued only to utility companies, agencies, other municipalities, or private applicants with a municipal access agreement. A Work in Right-of-Way permit is typically also required for installation or modifications.

Oversize Load Permits

An Oversize/Overweight Annual Permit (O/O Annual) allows for the hauling of oversize/overweight loads during the period permitted, as defined by the Highway Traffic Act (HTA), that are within the specified maximum weights and dimensions permitted, and that are also subject to seasonal, fixed and temporary load restriction.

  • Fee: $150.00

Oversize Load Permits

An Oversize/Overweight Load - Trip Permit (OO Trip) is required for the transportation of a load(s) that exceeds the limits prescribed in the Highway Traffic Act (HTA), on a specific day(s), on a specific route, that is not already allowed for by a current Oversize/Overweight Load - Annual Permit (OO Annual).

  • Fee: $50.00

Road Cut Permits

A Road Cut Permit relates to any activity that involves the cutting, excavation, boring, filling, additions, or altering in any way, roadways, curb and sidewalks.

Drawings are to be in compliance with the Ontario Traffic Manual (OTM).

  • Fee: $200.00
  • Deposit: $1,500.00

Road Occupancy Permits

A Road Occupancy Permit relates to any activity that results in traffic disruption, including bins, materials, equipment blocking lanes, and working on the maintained road.

Drawings are to be in compliance with the Ontario Traffic Manual (OTM).

  • Fee: $200.00

Special Events - Road Use Permits

The Road Use – Special Events permit is for any special event including but not limited to: Parades, Bicycle Races, Walk-a-thons, Filming, Processions, Street Festivities, Running Events, Sidewalk Sales, Other

  • Fees (excluding filming): $250.00
  • Road Use Permits for Filming: $500.00 - $5,000.00

Work in Right-of-Way Permits

A Work in Right-of-Way Permit relates to any activity that results in traffic disruption, including bins, materials and equipment in the boulevard, ditches, trails, and other areas within the right-of-way. A traffic plan in compliance with the Ontario Traffic Manual (OTM), Book 7, Temporary Conditions for traffic plan instructions, may be required.

  • Fee: $100.00

Concrete and Interlocking Driveways

The Township will not be responsible to repair a concrete or interlocking driveway if the culvert needs repair or replacement due to heavy frosting or construction. With the agreement of the property owner, the Township will have the driveway paved at the cost to the Township.

Call Before You Dig

Are you thinking of digging as part of a project or home improvement (such as building a fence, flower bed, deck, etc)? Contact Ontario One Call at 1-800-400-2255 before you dig. It is the law. Ontario One Call is a call centre that receives dig locate requests to make sure homeowners, diggers and property owners are safe when digging.

Ontario One Call alerts the infrastructure owners of your digging plans and contact information. Infrastructure owners can then provide locates, drawing, and/or clearances, lowering the risk of property damage, lost of utilities, injury, and penalties/fines.

Locates can be markings on the ground or a statement/email from the infrastructure owner that its buried infrastructure will not be affected by the digging.
