Permit Central
Introducing, Permit Central, our new online public access portal for Roads Operations Permits. Permits will now be submitted via the online public website. You must first register with the website before being able to apply for any permits. Registering through the website is a one-time process and will create a log in for you to use repeatedly. If you are already registered with Permit Central, simply log in and begin the application process.
As of January 1, 2025 the following permits are exclusively available in Permit Central:
- Municipal Consent
- Oversize / Overweight Load Annual Permit
- Oversize / Overweight Load Trip Permit
- Road Cut
- Road Occupancy
- Work in Right-of-Way Permit
Note: The above permit applications must be submitted inclusive of payment where applicable, via the Permit Central online portal.

Public Works Permit and Applications
Permits are required for activities such as road cuts, entrance applications, and oversize weight/load permits to ensure public safety, maintain road integrity, and comply with Township regulations. These permits help manage the impact of construction, transportation, and other activities on the road network. Find more information about the details needed to complete your permit below.
Information about insurance: A valid insurance certificate has to be attached to each permit application and meet the following conditions: provide proof of valid insurance naming the Corporation of the Township of Hamilton as additional insured with minimum 5 million dollars ($5,000,000.00) which must include Commercial General Liability (CGL), General Aggregate coverage. This coverage must remain valid for the duration of the permit. If insurance coverage expires during the valid permit timeframe, updated coverage shall be re-uploaded to the portal site by the applicant – an email will be sent to notify of upcoming insurance expiry.

A 911 sign (Civic Address Signage) helps visitors and emergency services locate your property. In the event that your property does not have a 911 sign. Please contact the Public Works Administrative Assistant to obtain a new or replacement 911 sign (Civic Address Signage).

Emily Project Access Route - 911 Signage |
These yellow and black 911 signs are to designate a non-residential property to aid in first response. To learn more about why these are called Emily Project Access Route signs, view the Emily Project Access Route website.

Entrance Permit |
Entrance Permits are typically associated with a new build, renovation, or a new lot creation. Your building permit will be issued after the Building Department receives confirmation that you have completed an entrance application. After an entrance permit application has been completed and paid for, a representative of the Public Works Department will check the location to see if a culvert is required and if the sight lines are sufficient for safe entry onto the roadway. We suggest delaying the installation of the final culvert until after the heavy equipment is finished at your building site as a heavy truck could crush the entrance culvert, requiring you to pay to have another one installed. Once the final building inspection is approved, your deposit will be released.

Municipal Consent |
Municipal Consent is the municipality’s authorization for a utility to occupy a specific location(s) within the municipalities right-of-way. Municipal Consent will only be issued to utility companies, commissions, agencies, other municipalities, or private applicants who have a municipal access agreement with the municipality applied to. The project of adding or modifying the plant is often subject to a Work in Right-of-Way permit.

Oversize / Overweight Load Annual |
An Oversize/Overweight Annual Permit (O/O Annual) allows for the hauling of oversize/overweight loads during the period permitted, as defined by the Highway Traffic Act (HTA), that are within the specified maximum weights and dimensions permitted, and that are also subject to seasonal, fixed and temporary load restriction. Oversize / Overweight Load Trip |
An Oversize/Overweight Load - Trip Permit (OO Trip) is required for the transportation of a load(s) that exceeds the limits prescribed in the Highway Traffic Act (HTA), on a specific day(s), on a specific route, that is not already allowed for by a current Oversize/Overweight Load - Annual Permit (OO Annual). Road Cut |
A Road Cut Permit relates to any activity that involves the cutting, excavation, boring, filling, additions, or altering in any way, roadways, curb and sidewalks. Drawings are to be in compliance with the Ontario Traffic Manual (OTM).

Road Occupancy |
A Road Occupancy Permit relates to any activity that results in traffic disruption, including bins, materials, equipment blocking lanes, and working on the maintained road. Drawings are to be in compliance with the Ontario Traffic Manual (OTM).

Work in Right-of-Way |
A Work in Right-of-Way Permit relates to any activity that results in traffic disruption, including bins, materials and equipment in the boulevard, ditches, trails, and other areas within the right-of-way. A traffic plan in compliance with the Ontario Traffic Manual (OTM), Book 7, Temporary Conditions for traffic plan instructions, may be required. Work in Right-of-Way Application

Concrete and Interlocking Driveways
The Township will not be responsible to repair a concrete or interlocking driveway if the culvert needs repair or replacement due to heavy frosting or construction. With the agreement of the property owner, the Township will have the driveway paved at the cost to the Township.
