Development Charges

What are Development Charges and When do They Apply?

Development Charges (DCs) are fees collected from developers at the time a building permit is issued to help the Township cover the cost of new or expanded infrastructure and services required to support growth. As our community grows, so does the demand for roads, water systems, fire protection, parks, and other municipal services. Development Charges ensure that growth pays for growth, helping to fund these improvements without placing the burden on existing taxpayers.

DCs are divided into three components: Municipal, County, and Water. All developments that are subject to DCs will pay both the Municipal and County portions. However, the Water portion of the charge applies only to developments that will be connected to the Township’s water services. This ensures that only those who benefit directly from the water infrastructure contribute to its cost.

DCs apply to most new residential, commercial, and industrial developments, including new buildings, expansions of existing buildings, and redevelopment projects. Some exemptions or reductions may be available depending on the type or location of the development.
