Lottery Licenses

Charitable and religious organizations in Ontario may be eligible to raise funds through licensed lottery events, such as raffles, bingos, or break open ticket sales.

In Ontario, the Alcohol and Gaming Commission of Ontario (AGCO) oversees the lottery licensing framework. Licenses are issued either by the AGCO or by local municipalities, depending on the type of event.

The Corporate Services Department manages lottery licensing for the Township of Hamilton. We can help determine if your organization qualifies and guide you through the application process. If your organization has never been licensed before, you’ll first need to complete a Lottery Licensing Eligibility Application to confirm your eligibility.

How to Get a Lottery License

The eligibility of your organization for a charitable gaming license is determined by the licensing office where you apply. Being registered as a charity with the Canada Revenue Agency or being incorporated as a non-profit does not automatically qualify your organization for a license.

Your organization may be eligible if it:

  • Has a charitable purpose that benefits Ontario residents by:
    • Relieving poverty
    • Advancing religion
    • Advancing education
    • Benefiting the community
  • Has been actively operating in line with its charitable purpose for at least one year
  • Is located in Ontario
  • Operates as a non-profit

Examples of eligible organizations may include: Hospitals, Service clubs, Youth organizations or sports groups, Arts or cultural organizations.

Ineligible organizations may include those that exist primarily to serve private interests, such as:

  • Adult recreation or sports clubs
  • Individual sports teams
  • Employee or union groups
  • Social clubs
  • Professional associations
  • Political, government, lobbying, or advocacy groups

Submitting an Application

Before you apply, ensure you have read the license terms and conditions carefully. Keep a copy of all submitted documents for your records.

For prompt application processing:

  • Submit applications at least 5 business days in advance (first-time applicants should allow 14 days).
  • Type or clearly print all information.
  • Answer all questions completely.
  • Submit original forms and signatures only.
  • Ensure that all signatories are familiar with the applicable license conditions.

Please note: It is illegal to print tickets, promote, or run your event without an approved license.
